Toronto and Mississauga license renovictions. Should everywhere?

A renoviction is the eviction of a tenant for renovations that may or may not happen, so that the unit can be re-rented at a price rent control no longer covers. It has been the standard way of turning over an older apartment in this region for a decade, and the provincial process for it is a form, an N13, and a hearing months away.

Toronto added a second step on July 31, 2025: a landlord serving an N13 for work that requires the unit to be vacated must get a Rental Renovation Licence from the city. Mississauga followed with its own bylaw, in force since September 1: apply within seven days of the notice, hold a valid building permit, show the work is necessary and cannot be done with the tenant in place, and give the required notices. Tenant groups that work across Peel are pushing Brampton to follow.

The 905 outside Mississauga has nothing like it. Whether every municipality should build its own, or whether this is what the province’s tribunal is supposed to be for, is the question.
