Burlington says it is Hamilton's. Bowmanville says it is nobody's. Everybody in between has an opinion and none of them match.

Why we’re asking
This is not a trivia question. It decides who a regional transit plan is for, which housing targets a municipality gets handed, and whether somebody in Oshawa thinks a Toronto news story is about them.
The census answer is Toronto plus Peel, York, Durham and Halton, Statistics Canada’s Toronto census metropolitan area, which it counted this January as having not grown at all between the middle of 2024 and the middle of 2025. That is the line this site draws, and it is the only one with a definition behind it.
Almost nobody uses it. Ask in Burlington and you will be told Burlington is Hamilton-adjacent. Ask in Georgina and you will hear that cottage country starts at the top of Woodbine. Ask anyone commuting in from Barrie, and the census answer looks absurd from inside the train.
There is also a fifth answer that nobody votes for and plenty of people believe: that the GTA is an administrative fiction invented so that Toronto could be described as bigger than it is.
