Every part of this region thinks it wins this, and the reason the argument is fun rather than tedious is that all four of the answers are defensible.
The thing they have in common is the format. The best food in the GTA is almost never on a main street with a patio. It is in a plaza, behind a nail salon, with fourteen parking spaces and a sign that has not been updated since 2009. A region that arrived here from everywhere else built its food in the cheapest commercial space available, which was strip mall, and the result is one of the great eating regions on the continent hiding behind beige stucco.
The honest answer is probably that this is four different cuisines and the question is unanswerable. Vote anyway.
